Has anybody had any dealings with Narrative Magazine?

I received an e-mail about submitting something for a contest. Only sticking point is that they charge a reading fee, not only for the contest, but for submissions all year round except for the first two weeks of April.
I've always heard that you should never pay a reading fee for a submission. They bill themselves as a non-profit magazine. The whole thing seems a little dubious to me.

Any words of advice? Proclamations of doom? ...Good recipes?

Sounds like a scam if they are emailing you, asking you to submit and pay for it. Some do charge a fee, but very few of those seem to be legit from what I have seen. Others may have varying mileage. I'd stray from submitting anything myself.
